POINT OF DISPENSING (POD) STAFFING VOLUNTEERS

In the event of a public health emergency medication must be provided to a large number of people in a short period of time. In some cases the key to survival for most people is to receive antibiotics as soon as possible and before the individual begins to show symptoms. This endeavor is to be accomplished through the establishment of a POD. The POD is a community-based site that will be set up to medicate up to 20,000 people within a couple of days. To accomplish this endeavor many volunteers will be needed. Our plan is to staff the positions in 12 hour shifts with each position having 3 individuals trained. Below we have listed the positions with the duties and responsibilities followed by qualifications needed for each position.

 

POD Site Manager:

            Duties and responsibilities: To organize and direct all operations at the POD site.

            Qualifications: Organizational skills and management experience.

POD Assistant Manager:

            Duties and responsibilities: To assist in the coordination and operation of all activities at the POD site POD

            Qualifications: Organizational skills and management experience.

Safety/Security Officer:

            Duties and responsibilities: To ensure the health, safety, and security of POD workforce and recipients.

            Qualifications: Knowledge of OSHA and infection control (licensed police officer preferred).

POD Safety and Security Staff:

            Duties and responsibilities: To ensure the security of POD workforce and recipients.

            Qualifications: Knowledge of OSHA and traffic procedures (licensed police officer preferred but can be fire police).

Planning Section Chief:

            Duties and responsibilities: To coordinate and direct the current and forecasted situation on the status of workforce assigned to the POD and plan for deactivation process.

            Qualifications: Management experience.

Resource Unit Tracking Leader:

            Duties and responsibilities: To track medical and non-medical care equipment and supplies, as well as personnel.

            Qualifications: Pharmaceutical storage and handling, inventory tracking and good organizational skills.

Logistic Section Chief: To

Duties and responsibilities: Coordinate and direct work associated with maintenance of the POD and ensure adequate levels of amenities and supplies.

            Qualifications: Management experience.

Support Branch Director:

            Duties and responsibilities: To direct support stations in the Logistics Section.

            Qualifications: Management experience.

Supply Unit Leader/Inventory Control:

            Duties and responsibilities: To organize, gather, and distribute medical and non-medical care equipment and supplies.

Qualifications: Knowledge of pharmaceutical storage and handling and inventory tracking and good organizational skills. May involve moderate physical requirements such as movement and carrying of supplies (licensed pharmacist preferred).

Facilities Unit Leader:

            Duties and responsibilities: To coordinate the set-up of the entire POD prior to POD opening and coordinate maintenance activities for the duration of the POD.

Qualifications: Knowledge of OSHA and infection control and may involve moderate physical requirements such as movement and carrying of supplies.

Service Branch Director:

            Duties and responsibilities: To direct service stations in the Logistics Section.

            Qualifications: Management experience as well as knowledge of communications.

Communications Unit Leader:

            Duties and responsibilities: To coordinate internal and external communication resources and the technology infrastructure of the POD.

            Qualifications: Knowledge of the site’s technology infrastructure and communication devices.

Staff/Support Unit Leader:

            Duties and responsibilities: To oversee the Staging Area for staff and volunteers' sign-in/out process, training and dispensing of medication.

            Qualifications: Licensed nurse, or other appropriately trained and recognized health official with the authority to make medically based decisions.

Operations Section Chief:

            Duties and responsibilities: To oversee all operational functions of the POD, especially dispensing protocols.

            Qualifications: Licensed nurse, or other appropriately trained and recognized health official and management experience.

POD Medical Branch Director:

            Duties and responsibilities: To direct stations in the Operations Section that require medical knowledge.

            Qualifications: Licensed nurse, or other appropriately trained and recognized health official with the authority to make medically based decisions.

POD Triage/Evaluation Group Supervisor:

            Duties and responsibilities: To perform triage functions as recipients enter the POD.

            Qualifications: Licensed nurse, or other appropriately trained and recognized health official, familiarity with triage functions.

Triage/Support Staff:

            Duties and responsibilities: To perform triage functions as recipients enter the POD.

            Qualifications: Licensed nurse, or other appropriately trained and recognized health official, familiarity with triage functions.

POD Flow Branch Director:

            Duties and responsibilities: To direct stations in the Operations Section that do not need specific medical knowledge.

            Qualifications: Management experience.

POD Greeter/Flow Group Supervisor:

            Duties and responsibilities: To supervise the greeting and registering of recipients as they enter the POD.

            Qualifications: No specific qualifications required.

Line Staff:

Duties and responsibilities: Manage recipient line, distribute forms.

            Qualifications: Unspecified.

POD Special Needs Group Supervisor:

            Duties and responsibilities: To coordinate recipients' special needs services within the POD.

            Qualifications: Experience with special needs populations recommended.

POD Education/Mental Health Branch Director:

            Duties and responsibilities: To provide education and mental health services for workforce of the POD and recipients.

            Qualifications: Licensed nurse, or other appropriately trained and recognized health official, management experience and communications skills.

POD Mental Health Group Supervisor:

            Duties and responsibilities: To assist recipients that may require special counseling or support.

            Qualifications: Licensed mental health professional.

Translator:

            Duties and responsibilities: Provide translation services, review forms.

            Qualifications: Multi-lingual.

Medical Screener and Dispensing Personnel:

            Duties and responsibilities: Gather medical information and distribute drugs.

            Qualifications: Medical license required.
